- County Seat: Miller.
- Created in 1873, organized in 1882, and named for George H Hand, an Akron, Ohio native. A Civil War veteran, Mr. Hand was appointed to serve as U S Attorney for the Dakota Territory and served in that capacity until 1869. He also served as registrar of the Yankton Land Office and Secretary of the Dakota Territory from 1874-1883. (SD-T17/p26)
